This is largely a feature release. Macro parameters were added, and the use of
tempnam() was eliminated. \NW macros were introduced to substitue language
dependent text. "#lines" are now synchronized when @@% is used. "@r" was
introduced to change the nuweb meta character (@). Occurrences of "~" were
replaced by "\nobreak\ ".
