I tested it with both LANG=ja_JP.UTF-8 and LANG=ja_JP.EUC-JP.
And It works fine for me with both of them. Hmm... sorry, I can't
reproduce it.

My environment:

  Ubuntu 7.04 (Feisty)
  Emacs 21.4a
  uim-1.4.1
  uim-tomoe-gtk-0.5.0 with uim-tomoe-gtk-specify-encoding.diff
