Dynamic configuration reloading was corrected. An
attempt is made to catch SMTP connection errors
when sending notification email. The method for
checking network errors was changed.

A command line option to select another config
file was added. The documentation was updated.
Option handling now uses Getopt::Long instead of
Getopt::Std so long option names are supported. A
help message was added. A "verbose" mode was
added. "Warnings" are only shown in debug mode. An
error concerning unknown answer detection was
corrected. Other minor code changes were made.

The program now checks for unknown ping answers,
in which case it prints an error message and
terminates.

This release fixes taint checks on some systems (errors with netstat
use).
