Ticket details:
The 'lake_flooding' scenario property (defaulting to TRUE, but which scenario can disable) was added to support older scenarios which worked badly with the newer lake flooding feature. README.scenarios should discourage its use in new scenarios, as it might be something that we want to eventually get rid of. Instead new scenarios should be created so that lake flooding does not cause problems from the start.
