As our .spec file format has not changed since stable 3.1 format, it still uses that stable format capstr. #46387 will bring a format change, so we need to set the capstr to a development one.
There's no going to be patch file attached here. I'm just going to bump the capstr with scripts/capabilities. People still have 36h "review period" to say their opinion about this.
