The OSDN page you are looking at is a page generated by the feature called OFI (Other Forge information). Currently this function has the tendency to delay for about a few days to a few weeks to sync the deleted-file information. By the way, as of now, your project information seems to be synced precisely.
This feature, OFI, is a service which we started when we were still providing our services to Japanese people only. The purpose of this service is specialized in providing global OSS project information to the Japanese people.
There are many features that can not be used by non-Japanese people. Also, there is not a mechanism that allows the links of file releases to be edited manually. (OFI just shows information that is obtained via RSS and api.) This OFI feature is a great mechanism for Japanese people to learn about OSS projects of foreign countries, but if you are discontent with this feature, we can delete the page immediately.
We paid a visit to http://chapeaulinux.org/, and out take on it is that you are looking for a better iso download environment. In East Asia, our OSDN provides far better download environment than Sourceforge does, and we have other different features that they don’t have such as internationalized environment. I created the Chapeau project on Sourceforge which can be found at https://sourceforge.net/projects/chapeau I discovered that my releases have been synced to OSDN without any action from me. The problem is that I do not have ownership of the Chapeau project on OSDN so I don't have control the synced content or delete files that have been deleted from Sourceforge.
Therefore I need to claim ownership of the Chapeau project found at https://en.osdn.jp/projects/sfnet_chapeau Can you help?
