#47360 reminds that AI lose military units with peace treaty

But non military units (like workers and caravans) are not disbanded, they just occupy the land, and block all units.

I had my land flooded with workers and caravans from a friendly nation, and when peace came i could no more move my units inside my land !

This is unexpected, one friendly caravan should no block my tank in my land. They should be disbanded or be non blocking.

This happened with the following diplomatic sequence :

• Alliance (my ally moves tons of caravans inside my land , and have some near frontier workers
• Armistice (because i declare war to someone else and my ex ally didi not like it)
• Peace

=> Inside my frontiers my units are blocked by all the stranger's caravans which are not disbanded and just stay where they are.
