Everything that is documented for autotools builds in INSTALL.Cygwin should now be possible with meson based build. So let's turn that document to meson build one.

Everything that is documented for autotools builds in INSTALL.Cygwin should now be possible with meson based build.

Except for the MagickWand support -> #45007

After #46320, it will be possible to build sdl2-client with meson on cygwin, but not with autotools -> meson is actually better supported there.
