Split from #48041
Directory name "Output" with a capital letter is a bit weird in directory hierarchies where no other capital letter exist. Freeciv-3.2 rework of that directory hierarchy would be a good time to rename it as "output" (there's another rework going in 3.3, but that has a bit different focus)
This is installer_cross part.
