Ticket details:

In split_players(), max rates for the created player are checked very early (in player init), so doesn't consider most potential requirements for the effects. The problem is mitigated by the fact that the created player is an AI, which is likely to have right to cheat anyway. Should do additional rates check when player is fully set up.
