I'm not attaching a patch to this. Instead this needs to be made by setting the capstr, containing current date at the time, with the scripts/capabilities

Ticket details:
Current master ruleset capstr does not contain version number 3.2 in it. It's just "Devel" capstr. It's distinguished from S3_1 "Devel" capstr by the fact that S3_1 does have the version number included.
At least when S3_2 gets branched, and there's simultaneous development versions S3_2 and master, distinguishing capstrs becomes necessary again. We should run also master with the version number included in the capstr.
