Ticket details:
HACKING says that --enable-debug=checks has "one additional compiler check: -Wstrict-prototypes". Nowadays it has two; also "-Wimplicit-fallthrough" is there. The document should not try to maintain exact flag list, but rely on reference to debug.m4 (already there).
