Original hrm ticket: https://www.hostedredmine.com/issues/769791
TC order should be slightly modified (not turned completely upside-down like in the old patch in the hrm ticket), so that AI would have an opportunity to act before automated unit movement.
Activities should still progress (and potentially finish) before any unit movement, including that of AIs'
