I've seen it since S2_6 until now, in gtk and qt clients. It was so rare in the old days that I wrote it off to bad luck, my weirdo Linux installation and cosmic rays. In S3_1, qt client, it is so prevalent that it will happen about 5 - 10 times a game. Mostly close to the beginning. Mostly when at the beginning of a turn when I've only got one unit that has any moves (but once I've had this problem when I had two units with moves). The start of the turn shows your unit as selected - with that rotating circle-thing. But any keyboard commands, a 'g' for example doesn't work. If you select another unit and the press 'w' you get back to the stuck unit and now it obeys commands. It is not consistently reproducible - so no save games.
