Ticket details:
We need to decide which Windows packages we make available from freeciv-3.1. First release where the binaries are uploaded to proper places is beta1.
At this point I think we will make both "win64" and "win64-10" builds, and all of gtk3.22-client, gtk4-client, qt-client, and ruledit installers of those. Qt-client and Ruledit will be Qt5 based on "win64" builds and Qt6 based on "win64-10"
