This version fixes bugs and adds the ability to enter descriptions and comments using a rich text editor.

The nuiton-utils application launcher is now used. The Web site footer was changed. The number poll type was added.

This release lets the user specify the configuration file using system
properties, allows the creation of a permanent poll without limiting the
date for choice adding, allows a bigger "description" zone for choices,
and fixes bugs related to a message when JavaScript is not activated,
spaces taken into account before and after a voter's name, images and
flux being defined relative to the configuration, and an error when
modifying a vote.
