As the last line ("error: Qt5 not found for building freeciv-ruledit") says, it needs Qt5 for building freeciv-ruledit. If you don't want ruledit, simply configure with "--disable-ruledit".
btw. The default is gtk3.22-client. Do you have a specific reason to try to get the older (and less maintained) gtk3-client instead?
You actually explicitly request ruledit in your configure line with "--enable-ruledit" so it's correct to error out when it fails to provide that.
Looks like something is wrong. I'm trying to build gtk3 only bversion abd autoconf fasils because it is not able to find qt5.
