Bombard dlog shown when bombard not possible
Workaround - in game.ruleset, edit the
action = "Bombard"
add the line
to the target_reqs section. So maybe a lower priority bug.

As I cannot reproduce the reported problem with S3_0 HEAD, I assume that it was indeed fixed.
When a ground unit has "Bombarder" flag and moves against an air unit which it can't attack, the dialog offering the "bombard" option shows up even though bombard is not possible. If you choose the "bombard" option, nothing happens except the land unit loses its movement points. To repo, use the sandbox ruleset, hack units.ruleset to add "Bombarder" flag, and "bombard_rate = 3", to the Howitzer unit. Start a game, use edit mode to create a human Howitzer and an enemy Bomber next to it, and move the Howitzer towards the Bomber. Seen in 3.0.0-beta2
